CPNP (Cosmetic Products Notification Portal)

The CPNP (Cosmetic Products Notification Portal) is a mandatory system for placing cosmetic products on the market in the European Union, regulated by Regulation (EC) No. 1223/2009 of the European Parliament and of the Council. This portal allows competent authorities to monitor and control cosmetic products on the market, as well as to inform consumers.

The information that must be notified through the CPNP includes the category of the cosmetic product, the name and address of the responsible person, the country of origin (if imported), the Member State of placing on the market, contact details, the possible presence of nanomaterials and hazardous substances, and the formulation of the product.

Every cosmetic product must be accompanied by a label that complies with the provisions of Regulation 1223/2009 and must be provided with a photograph of the container. Any changes to the product, such as changes in the label, name, format, or formulation, require an update to the notification on the portal.

The Responsible Person is responsible for notifying products on the CPNP and has many responsibilities, including ensuring the safety of the product, managing cosmetovigilance, complying with good manufacturing practices and labeling rules. The Responsible Person can be a natural or legal person and appears on the product label.
